A debt management plan (DMP) is a service offered by a credit counseling service. A DMP pools your unsecured debt (credit card payments or over-drafted bank accounts), into one monthly payment. The credit counseling service you work with to facilitate this process can often negotiate with creditors to waive certain fees and lower interest rates. Be warned--in recent years many credit counseling services have been sued by the government for skimming money from payments intended to go to creditors. Research the company you want to work with and understand the fees they'll charge before committing. Many of these organizations do not charge a fee, or only charge a very small one.
